MS. RAHMAT TOYIN OGUNLANA

Ms. Ogunlana Toyin is a purpose-driven and visionary leader with over 2 decades of experience in the Lagos State Civil Service, currently serving as the Director General of the Lagos State Records and Archives Bureau. Her professional journey spans various strategic roles across MDAs, including Human Resources, Public Administration and Project Management. She has consistently demonstrated excellence, Strategic - thinking, and a deep commitment to public sector transformation.

Her academic background in Islamic Studies, Mass Communication and Business Administration (HR & Personnel Management), enables her to apply a multidisciplinary approach to governance, workforce development, and organisational transformation.

Ms. Ogunlana have led impactful initiatives like the Lagos State Creative Industry Initiative Programme, addressing critical skill gaps in Nigeria’s creative economy. At LASRAB, she has promoted several impactful projects including:

  • ❖ Digitization of Lagos State Government records, enhancing accessibility, transparency, and efficiency.
  • ❖ Archival outreach, Educational programs and Records preservation across Public Institutions.
  • ❖ Publication of the Lagos State History Puzzle Book which offers a concise and accessible account of Lagos history, presented in an engaging and reader-friendly format
  • ❖ Partnerships with National and International Archival Institutions to advance best practices in records and information management.
  • ❖ Capacity-building workshops for Archivists across MDAs to align with global archival standards.
  • ❖ Heritage and Cultural Documentation Projects, capturing oral histories and legacy materials critical to Lagos State’s identity.

    As a certified member of multiple professional bodies including Chartered Institute of Personnel Management (CIPM) and the Institute of Strategic Management, Ms. Ogunlana remain committed to continuous learning. Inclusive leadership and legacy-building.
